Picture Albert de GrootDrs. Albert de Groot has masters in Economics and 22 years of professional experience from which 19 years working for ECORYS. His main areas of specialisation are macroeconomic analysis, debt issues, public finance management (PFM) and development aid. He has large experience as teacher and trainer in several PFM and macroeconomic courses. Albert is currently Managing Director of the division Macro and Sector Policies (MSP), a division within ECORYS with 70 staff members. Over the years, he participated in many macroeconomic, budget support and debt relief appraisal and review missions to transition and developing countries as expert or team leader, for the EC, the World Bank and various bilateral donors.

After finishing his study, Albert worked first for three years as Research Associate at the University of Groningen dealing, with macroeconomic and debt issues in developing countries. In the period 1996-2002, Albert provided technical support to the Multilateral Development Financing and Macro-economic Policies Department (DMO) of the Netherlands Ministry of Foreign Affairs in the Hague. The first two years, he was a secondment on a full time basis and later on he was hired as short term expert. The activities concerned policy advice with regard to budget support and debt relief; the drafting of country reports in preparation of budget support and debt relief proposals; and the formulation and implementation of Dutch policy regarding the Debt Initiative for the Highly Indebted Poor Countries (HIPC).
