 Javier (Associate Director ECORYS España S.L. /ECOTEC) holds a BA in Law (5 years) from the University of Oviedo, Spain, an LLM in European Community Business Law from the Europa Institute, University of Amsterdam (The Netherlands) and an Advanced Certificate on Project Management from the Chamber of Commerce of Madrid, Spain. He has over 11 years of working experience in the field of public policy and EU programmes and projects evaluation, management and development with a special focus on those policies and programmes related to local and regional development, territorial cooperation and competitiveness.
His key areas of training expertise cover: Structural Funds, Territorial Cooperation Programmes (INTERREG), Evaluation and EU project development where this expertise is strengthened by his extensive experience in these fields. Javier has participated in training activities as part of his professional life since 1999 and since joining ECORYS in 2004, he has actively participated in the following training seminars: - INTERACT Seminar on the Evaluation of Territorial Cooperation Programmes 2007-2013 with Special Focus on Evaluation Quality Considerations and Different types of Evaluation
- Specific training on Project monitoring and evaluation following the Logical Framework Approach for the European Commission Delegation in Uruguay and Paraguay
- ECORYS INTERREG Project Development Training. Trainer in charge on delivering the modules on Project logic development, indicators, quantification of results and budgeting project proposals
