Picture Marcel van den BroekMarcel is the director of ECORYS Finance, the ECORYS division responsible for providing PPP & financial advisory services predominantly in the infrastructure and real estate sector.

His professional experience of more than 15 years covers primarily infrastructure finance and PPP’s. He was founder and director of the PPP Task Force within the Dutch Ministry of Transport. Before ECORYS, he worked for PricewaterhouseCoopers, the Ministry of Transport in the Netherlands and Arthur Andersen.

He has evolved in an internationally recognised expert in Private Sector Participation in Infrastructure.
His key qualifications are characterised by:

  • International experiences in Europe and Africa;
  • Sector experiences in rail, roads, airports, waterways, telecom and real estate;
  • Private sector participation experiences e.g. Privatisations, Public Private partnerships, Concessions;
  • Broad client experience including governments, IFI’s and private clients.

His key competences are in the field of:

  • Valuation (DCF analysis, cost of capital analysis);
  • Feasibility Assessments (financial modelling, integrating cost estimates and demand analysis, analysing funding options, risk analysis);
  • Institutional development of PPP and Capacity Building (establishing PPP units, drafting or commenting PPP legislation, developing PPP tools or manual, training);
  •  Designing and implementing tender & contracting strategies (including use of Public Sector Comparator, Public Private Comparator, leading negotiations);
  • Project management involving multidisciplinary and multinational teams.

He has regular publications and gives regularly speeches and workshops on the subject of PPP. He is an experienced trainer on the subject of PPP. He has designed and provided PPP training in Netherlands, Poland, Hungary, Bulgaria, Albania and Yemen and received excellent feedback on his performance in this matter.
