Expert in public financial management, including medium-term result-oriented budgeting, assessment of efficiency of public expenditure, budget planning and interbudgetary relations. He has deep knowledge of international best practice in PFM and has vast experience in delivery consultancy and training services to civil servants in areas of budget process organisation, management of expenditure commitments, PFM institutional structure and budget classification. Sergey has experience in consulting budget public spenders in the Republic of Kazakhstan providing assistance in preparation of their strategic plans. 

Over the past 10 years Sergey has participated in more than 30 projects at the request of federal and regional Russia government bodies and international organisations. He has experience in microeconomic and econometric analysis and modeling. Sergey holds excellent command of Russia budget statistics at national, sub-national and municipal levels.
