Walter Hulsker (1967) is economist and Partner in ECORYS Netherlands Regio, Strategy and Entrepreneurship. His working experience is more than 15 years in the expertise areas regional and urban development, business site planning, e-Governance and Cost Benefit Analyses (CBA).

He is an experienced trainer and moderator. He has carried out a large number of trainings for Structural Funds and the Instrument for Pre-Accession (IPA) in all phases of Programme and Project Cycle Management. He is specialized trainer in the LogFrame Approach (LFA), Project assessment, Evaluation and Monitoring and CBA.

Countries were he provided trainings in these subjects were the Netherlands, Germany, Bulgaria, Romania, Czech Republic, Hungary, Croatia, Latvia, Lithuania and Turkey. Also he has delivered specialized sectoral trainings in all phases of Project Cycle Management for Cohesion Funds and IPA for the sectors regional development and environment.
