Project development for cross-border cooperation projects: Bulgaria and Romania
In July, in total about 100 people were trained in developing successful proposals for the Bulgaria-Romania cross-border cooperation programme. Potential funding applicants participated in four, two-day workshops in Montana, Veliko Turnovo, Rousse and Silistra. They received training in logical project development, budgeting, partnership development, indicator development, value for money and example projects, and also had the possibility to have face-to-face sessions to discuss their own ideas. This included, for example, project ideas on cross-border development of a Geographical Information System, the development of cross-border singing schools, roads and the renovation and development of a cross-border environmental centre.
These training courses are a part of a large, 1.4 million Euro, project, through which ECORYS is developing, together with two consortium partners, 56 project proposals for the Bulgaria-Romania cross-border programme. At an earlier stage, there were also information sessions to inform potential applicants about the cross-border programme. An implementation workshop is planned in November 2009.
The EU's Bulgaria-Romania cross-border cooperation programme has a budget of 217.8 million Euro. The EU co-financing rate is almost 85%. As the governments of Bulgaria and Romania contribute 13%, the project partners themselves have to contribute less than 3% to the project costs. This approach has been adopted in order to stimulate greater cross-border cooperation in the region.
The training courses on project development of cross-border cooperation projects are run for the Bulgarian Ministry of Regional Development and Public Works.
