Training  Quantitative Impact Assessment for EU Policy
   
Introduction 

The training will provide an overview and more technical aspects of quantitative impact assessment methods. The training approach is based on sharing experiences and knowledge between participants and impact assessment experts and on practical aspects such as case study analysis and methodological presentation  of chosen assessment techniques.

  • EU SIA policy and requests for quantification
  • Problems and obstacles regarding quantification identified by participants
  • Four-step approach to Quantitative Sustainable Impact Assessment (QSIA) modeling
  • Practicing with the acquired and discussed concepts
  • Presentation of case work in front of the ‘Quantitative Impact Assessment Board’
   
Aim The aim of this training is to provide knowledge on the range of quantitative impact assessment techniques and on how to proceed for the right qualification technique selection. The training also aims at sharing views, experience challenges between participants and experts.
   
 Gains 

After completing this training, participants wil: 

  • Have learnt and worked with a structured approach to selection and choice of quantitative impact assessment techniques;
  • Have an overview of many existing techniques and models for quantitative impact assessment;
  • Have shared information about problems, challenges regarding quantification of impacts and shared these with impact assessment experts;
  • Have presented cases on working with impact assessment methodologies and defended them in front of a panel of experts.

 Expertise The ECORYS Academy has extensive experience in evaluation and impact assessment methods having been involved in range of studies contracted with the European Commission in the fields of  International Trade, Social Policy, Transport and Energy and Culture and Education. Our trainers have extensive experience in the fields of evaluation and impact assessment.

Dr. Koen G. Berden is a senior consultant with ECORYS and affiliated to Erasmus University Rotterdam. His specializations are international trade, competitiveness, impact assessment and economic modeling techniques.

Drs. Gerbrand van Bork is Senior Consultant of ECORYS and guest lecturer in Ankara University, Middle East Technical University (Ankara) and Erasmus University (Rotterdam). He is highly experienced in carrying out Cost Benefit Analysis and economic impact assessments of transport, regional development and environmental projects in a range of countries and according to EC Guidelines. He has delivered trainings in impact assessment and Cost Benefit Analysis in many EU countries and EU Candidate countries (Turkey, Macedonia, Croatia)

Prof. Dr. Joe Francois is professor of economics at the Johannes Kepler University in Linz, research fellow of the CEPR and director of the Institute for International and Development Economics (IIDE). His specializations include trade policy modeling, quantitative impact assessment techniques, international economics and development economics. Prof. Francois has also developed various impact assessment models and carried out numerous studies in this field.

Drs. Jan Maarten de Vet is  managing director of ECORYS in Brussels. Jan Maarten has built up evaluation experience in a broad range of areas, particularly in ex-ante and prospective studies. In the mid-1990s, Jan Maarten has developed new methods for economic impact assessment for infrastructure projects in the Netherlands; subsequently he also has carried out cutting-edge impact assessments regarding complex urban and social projects. He also developed key indicators for assessing the administrative capacity needed to manage EU Structural Funds, and has reviewed the territorial impact of sectoral Community policies. Furthermore, He is an experienced trainer.

Drs. Saara Tamminen is an Economist/Consultant in the Trade and Competitiveness unit of ECORYS. She is specialized in Trade Sustainability Impact Assessments, competitiveness issues, Non-tariff barriers and various quantitative and qualitative impact assessment methodologies. Further, she is an experienced trainer and has plenty of practical experience in the field.
